Every measurement is an estimate. Uncertainty is the honest statement of how good the estimate is, and it decides conformity at the limit.
Why it matters commercially
01 / 03A result of 0.99 against a limit of 1.00 is a pass, until you state the uncertainty and discover the true value could be anywhere from 0.94 to 1.04. What you do at that point is a decision rule, and if you have not agreed one in advance with your customer, you will be arguing about it under pressure.
This is the single most common place where a laboratory result and a commercial expectation collide, and it is entirely avoidable.

Combining and expanding to a coverage factor, expressing the result correctly, and applying decision rules and guard bands to make a defensible conformity statement.
